SIPD: Arrest on charges of strangulation, reckless endangerment

Shelter Island Police announced the arrest of Ernesto Sosa-Contreras, 47, of Riverhead, on charges of strangulation — criminal obstruction of breathing or blood circulation — and reckless endangerment.

SIPD arrested Sosa-Contreras around 2:17 PM on Tuesday and held him overnight. He was arraigned Wednesday in Shelter Island Justice Court, released on his own recognizance, and ordered to return to court at a later date, according to a news release by SPID Det/Sgt Jack H. Thilberg.

The court issued an order of protection on behalf of the victim, Thilberg said.

Under the New York State penal code (PL 121.11 A), a person is guilty of criminal obstruction of breathing or blood circulation when, with intent to impede the normal breathing or circulation of the blood of another person, he or she applies pressure on the throat or neck of another person.

A person is guilty of reckless endangerment in the second degree (PL 120.20) when he recklessly engages in conduct that creates a substantial risk of serious physical injury to another person. Both charges are Class A misdemeanors.
